The purpose of the study is to help set up a monitoring and reporting system and support the monitoring and reporting process to follow up and promote the implementation of the Commission’s 2008 Recommendation on the management of intellectual property in knowledge transfer activities and Code of Practice for universities and other public research organisations. The monitoring and reporting system is to build both on implementation by the Member States of the policies and measures they have introduced and on the impact the Recommendation has had on knowledge transfer activities of Public Research Organisations and Universities performing research.
The study will conduct a monitoring of the implementation of the above Recommendation, collect information on the individual performance of Public Research Organisations and Universities performing research, analyse the implementation and impact of the Code of Practice and organise workshops of Public Research Organisations performing research, industry and other stakeholders throughout Europe. The project is carried out under the coordination of empirica with MERIT (Maastricht Economic Research Institute on Innovation and Technology) and FHNW – Fachhochschule Nordwestschweiz, Hochschule für Wirtschaft in Switzerland.
